Students consider what a common European foreign policy would be like, what would be needed for Europe to have a common foreign policy and when Europe has come closest to having such a policy. To do this they use evidence files. This work enables them to arrive at their own answers to the question: ‘why it has proved so difficult for Europeans to agree on a common foreign policy?’
